Statements of Trade (SOTs)

In this section of the OSCAR User Guide you can access training videos and step-by-step guidance on the following:

  • Requesting and accepting a Statement of Trade and viewing the Statement of Trade certificate
  • Declining a Statement of Trade
  • Closing a Statement of Trade

This section will be continually updated with new content relating to Statement of Trade functionality in OSCAR.

This video focuses on how to submit a Statement of Trade on behalf of a proprietor and accept the Statement of Trade in OSCAR.

The Food Act requires that a request for a Statement of Trade is submitted at least one full business day prior to the commencement of trading. As it may not always be possible for a proprietor to access their FoodTrader account in time to do this, Council is able to submit a request for a Statement of Trade on behalf of the proprietor.

It is important to note that a Statement of Trade cannot be requested for a premises that is in the status of Pending. The premises must be fully approved by council and have a status of Registration or Notification in order to begin trading.

Requesting a Statement of Trade on behalf of a proprietor

  1. Using the navigation menu on the left, select ‘Premises’.
  2. Use the drop-down Filter menu to refine your search for the required premises.
  3. Click the view icon in the far-right column to open the premises record.
  4. At the top of the page, select ‘Create SOT’.
  5. Complete the required details including:
    • event name
    • venue/location (where applicable)
    • event address (Council details will populate once you have entered the event address)
      Note: If you search and select an event from the list, the event name, venue, address and council fields will automatically populate.
    • Trading dates
  6. Scroll back to the top of the page and select ‘Submit Application to Council’.

Accepting a Statement of Trade

  1. Using the navigation menu on the left, select ‘Statements of Trade’.
  2. On this page, you can view all Statements of Trade for your council.
  3. Click the view icon in the far-right column to open and review the required Statement of Trade.
  4. At the top of the page, select ‘Accept SOT’.
  5. Once accepted, the Statement of Trade will move to a status of Current. This status will also display on the applicant’s Statement of Trade list in the FoodTrader portal.

Viewing the Statement of Trade certificate

  1. Using the navigation menu on the left, select ‘Statements of Trade’.
  2. Use the drop-down Filter menu to refine your search for the required SOT.
  3. Click the view icon in the far-right column to open the SOT.
  4. Select ‘Preview SOT’ at the top of the page to download and view the certificate.

  2. On this page, you can view all Statements of Trade for your council.
  3. Click the view icon in the far-right column to open and review the required Statement of Trade.
  4. At the top of the page, select ‘Decline SOT’.
  5. A ‘Decline Reason’ pop-up will display. Enter the reason for declining the Statement of Trade and select ‘Save and Exit’. The reason will be saved to the Statement of Trade record in OSCAR but will not be communicated to the proprietor.
  6. The Statement of Trade status will update to ‘Declined’ and the Comments section of the Statement of Trade record will display the decline reason.
  7. An email will be sent to the proprietor notifying them that the request for a Statement of Trade has been declined.

A current Statement of Trade can be closed at any time by council. Closing a Statement of Trade will invalidate it and it will no longer be available for download by the proprietor in the FoodTrader portal.

  1. Using the navigation menu on the left, select ‘Statements of Trade’.
  2. On this page, you can view all Statements of Trade for your council.
  3. Click the view icon in the far-right column to open and review the required Statement of Trade.
  4. At the top of the page, select ‘Close SOT’.
  5. A pop-up will display, select the ‘Closure Reason’ and enter details in the field provided under ‘Reason’.
  6. Select ‘Save and Exit’ to confirm the closure of the Statement of Trade.
  7. Once closed, the Statement of Trade is no longer available to view or download in the proprietor’s FoodTrader portal.
