Access to OSCAR for council users is managed by the Department of Health’s User Onboarding Portal (DUOP).
DUOP Is a self service portal, allowing new users to request access to the OSCAR system through provision of their council email address and organisation details.
New users to OSCAR should access https://myapps.forms.health.vic.gov.au/ to commence the onboarding process.

New users to OSCAR training environment should access https://u-ause-wa-duop.azurewebsites.net/ to register.
The process is the same as in production however, under the Application Access section you need to select the following:

There are two user permission types to select from:
Council Officer: provides access to the following menu items – Workspace, Transactions, Renewals and Fees.
Council Admin: provides access to update the proprietor’s login email address, and access to all menu items, including the Configuration section.
